What causes this issue?

Only the following attributes can be used as a to-field in foreign key
relationships:
All direct attributes defined in attribute maintenance
To-entity types (provided a data element is assigned)
Resolved attributes from relationships with the type Referencing
Resolved key fields from relationships with the type Leading or
Qualifying

System Response

The data model cannot be saved or activated.

How to fix this error?

Use search help for the to-field in the <LS>Fields of Foreign Key
Relationships</> view in Customizing activity <DS:SIMG.FMDM_USMD001>Edit
Data Model</>. This lists the values that are valid.

Procedure for System Administrators

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
