What causes this issue?

You cannot enter a <DS:DE.USMD_PP_DOMAIN>reuse active area</> for the
entity type &V2& of the <DS:DE.USMD_USAGE_TYPE>storage and use type</>
<LS>4</>, because the leading entity type &V3& (with storage and use
type <LS>1</>) does not use a reuse active area.

System Response

The data model cannot be activated.

How to fix this error?

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
