What causes this issue?

The planning layout belongs to a planning level that was edited using
planning service functions.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Depending on the planning application, execute the planning layout in
one of the following ways:
SEM system: Using transaction UPX_EXEC
CRM system: Using the relevant planning transaction
