What causes this issue?

The data records to be retracted must be restricted for characteristic
value type to value 020. However, this is not the case.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Restrict the value type in the characteristic selection for the planning
level or planning package to value 020.
