  • What causes this issue?

    The planning package &V1& you have used, and layout &V2& only contain
    selection criteria. No data has yet been entered for these. This means
    that no plan data can be displayed.
    You cannot enter new data for one of the following reasons:
    When the layout was defined, only the names were selected to display
    the lead column characteristics, but not the key. As a result, you
    cannot enter any transaction data as you have to add a new
    characteristic value into the lead column. However, this is not
    possible with the current layout setting.
    The current header combination is locked for processing, for example,
    because another user is currently processing the data, or because you
    are not permitted to manually plan the data.

    System Response

    The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

    How to fix this error?

    Depending on the reason, proceed as follows:
    Change the planning layout so that either only the key (characteristic
    value) is displayed or that in addition to the name the key is also
    displayed.
    Try again later or choose different selection criteria.
