The most probable cause for this is using too few restricted dynamic

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
Restrict the dynamic characteristic which is used in the columns of the
layout, in the planning package, or in the planning list so that the
number of 256 columns is not exceeded in the layout.
