What causes this issue?

A variable is used for characteristic &V1& in the current planning
level. This characteristic is compounded. However, the higher-level
characteristic &V2& is not restricted to a single value within the
level. However, this is necessary in order to execute manual planning.

How to fix this error?

If you want to execute interactive planning, then change the level.
Either use no variable for characteristic &V1& or restrict
characteristic &V2& to a single value in the level.
