What causes this issue?

You have created an empty row as the first row of the planning layout.
However, this is (in contrast to empty comparison rows) not allowed.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Fill the first row with a key figure or characteristic values or delete
the rows. If you want empty rows before the first of the data rows
filled by the system, you can move all data rows down correspondingly
in Excel.
