What causes this issue?

You have attempted to create or save a planning function but you have
not specified which data is to be changed by the planning function.
This error also occurs if, immediately after creating a new function,
you attempt to create a new parameter group before the required
specifications for the planning function have been made. The definition
of the planning function is incomplete.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Specify at least one field to be changed by the planning function.
