What causes this issue?

You have attempted to create a parameter group, whose technical name is
already being used by a different parameter group. However in the
context of a planning function the parameter groups must have unique
technical names.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Choose a different technical name for the parameter group. Check your
profile. The parameter group can already exist, but is not in your
profile.
