What causes this issue?

Hierarchy &V1& is used in the current planning level or in the planning
package (as selection for characteritic &V2&). But it is not available.

System Response

The hierarchy is deleted from the planning level or planning package.
Characteristic &V2& now has no selection conditions.

How to fix this error?

If you still require the hierarchy then make it valid again.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
