What causes this issue?

You have attempted to include a planning function or a parameter group
in the planning profile. However, this is only possible after you have
first included planning level &V1& in the profile, to which the
planning function belongs.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

First add planning level &V1& to the profile. Subsequently, you can
also add the planning function to the profile.
