What causes this issue?

Not all fields, which are necessary for time-dependent currency
translation settings, are filled.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

If you want to use the currency translation settings, check whether the
fields 'area, time base, fiscal year variant' are filled and whether
you have at least seleceted a source and target currency.
Otherwise leave the fields 'area, time base, fiscal year variant'
empty.
