What causes this issue?

The header characteristics of the layout are not restricted to single
values in the package. When you start this layout/package combination
in the planning framework, you are requested by a dialog box to
restrict the characteristic values.
The layout headers are not displayed in planning folders with separate
output layouts and also cannot be changed. Therefore, such layout
/package combinations are not allowed with this folder type.
Planning folders, which should be executed in the Web, are not allowed
to contain layout/package combinations. A selection and display of your
data is not possible in the Web.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Make sure that all layout headers are restricted to single values. To
change the selections, you can use variables in the level definition.
When you include variables in the folder, then they are displayed above
the layout. By changing the variables, you can then simulate scrolling
in the header.
