What causes this issue?

The SPUMG language list is empty. The reason is unknown.

System Response

The system cannot be converted correctly with an empty language list.

How to fix this error?

Check the I18N language system configuration with report RSCPINST. Make
sure that all languages which are used productively are correctly
configured with report RSCPINST.
Afterwards restart the Unicode conversion preparation from scratch and
check that the language lists is correctly filled.
