What causes this issue?

The movability of Dictionary objects in the graphic has been activated.

System Response

This function only allows Dictionary objects to be moved in the
graphic.The positions of the objects can not be saved after they have
been moved.

How to fix this error?

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
