What causes this issue?

You dragged a characteristic to component &SYST-MSGV2& in step
&SYST-MSGV1&. However the component is defined later at a lower step in
the step hierarchy.

How to fix this error?

Either drag the characteristic to one of the steps further down in the
step hierarchy, or change the settings so that the component is already
defined in step &SYST-MSGV1&.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
