What causes this issue?

You are executing the &V1& sign-off task for the non-initial restatement
characteristic value &V2&. This task is <ZH>not</> blocked for the
restatement characteristic value &V3& that you have specified as a
reference in the definition of restatement &V2&.
In Customizing for the &V1& sign-off task, you have defined settings for
the executability of subsequent sign-offs. With these settings, the &V1&
task for restatement &V2& is only executable if it is blocked for its
reference restatement &V3&.

System Response

The system prevents the execution of the &V1& sign-off task for
restatement &V2&.

How to fix this error?

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
