What causes this issue?

You need to specify a value for version characteristic &V1& in the
report to enable the system to to determine which consolidation units
each consolidation group consists of. The version must be specified per
cell and must be unique per cell. This is not the case in this report.
One of the following conditions exist:
No value was specified for &V1&.
The specified value no longer exists.
&V1& is not unique.
