What causes this issue?

It is no longer possible to execute a mass reversal as a report program
from within the ABAP Editor (transaction SE38). The program is now
deactivated.

How to fix this error?

Run mass reversal from the consolidation menu. There are two ways to do
this:
In the Workbench choose Consolidation Functions -> Other Functions ->
Mass Reversal.
In the Consolidation Monitor choose Goto -> Mass Reversal.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
