    Element &V1& was copied since it should be inserted in another key
    block. In the costing structure, the top most elements with their key
    determine an area in which all elements that have the same key fields
    must have the same values. If this element already exists in the key
    block, this element is not overwritten, instead the existing element is
    inserted.
