What causes this issue?

You must decide for every backlog set whether a <ZH>static</> quantity
is created by the evaluation of one mass run, or whether new
<ZH>dynamic</> error extracts are to be included from all billing run
You can specify this in the table <ZH>backlog set definition</>.
This program evaluates logs for a dynamic backlog set. This means it can
only be started for backlog sets that are selected as 'dynamic'.
