    How to fix this error?

Check whether the relevant line of the transport request really does
    contain an invalid value.
If it does, correct the value and repeat the export.
If it does not, proceed as follows:
If the system is a Unicode system and the language is a Unicode language
(a language supported in Unicode systems only; see SAP Note 73606), then
R3trans does not recognize the language as being installed in this
    system.
In this case, send an error message to SAP Support under component
    BC-I18.
Otherwise, send an error message to SAP Support under component
    BC-CTS-TLS.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
