What causes this issue?

The budget billing plan could not be created because the accumulated
budget billing amount &V2& of the contract is too low. The accumulated
budget billing amount is compared with the minimum amount in table
TE557 (Minimum Charge/Amount Limit for BB).

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

If you still wish to create the budget billing plan, change the minimum
amount in table TE557.
