What causes this issue?

If the procedure uses external variants, they come from an external
file whose default name is the procedure number with the extension
.TXT.
<DS:DE.CATEXCMD>External variants</>

System Response

The test procedure contained external variants which were deleted with
the function 'Delete inluded'.

How to fix this error?

The deletion is only effective after saving. A file outside the SAP
System is not affected by theis delete procedure.
