What causes this issue?

When consumption sequence procedure has been maintained as HIFO or LOFO,
valuation area should be mentioned mandatorily. Valuation area is
required to calculate the acquisition cost of different lots present in
a position.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
