What causes this issue?

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

System Response

In the table for reference interest rates, a new reference interest
rates entry has been made. There are already some interest rates that
that have been fixed before this new reference
interest rate entry.

How to fix this error?

To enter the new reference interest rate, reverse the fixed interest
rate up until the new reference interest rate entry and execute
transaction <AB>TJ13</>.
