What causes this issue?

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

System Response

The system is determining the conflicts between the current extent of
the add-on &V1& &V2& (including the complete add-on piece list, AOPs,
and CRTs) and the Support Packages &V3& - &V4&. The conflicts are then
copied to the CRT and kept in the delivery log.
