What causes this issue?

The software component &V2& belongs to the layer '&V1&'. However, the
Software Delivery Composer (SDC) does not support delivery creation for
this layer.
Note: At this moment in time, the SDC only supports software components
of the layer 'C', namely development projects and partner solutions.
