What causes this issue?

A delivery request can only be used as a <DS:DE.DLV_FOLWTK>successor
</> for the delivery request being registered if the Support Package
level of the successor is greater than the Support Package level of the
delivery request being registered.
The delivery request &V1& you have chosen as a successor is assigned to
Support Package level &V2& however, while the delivery request being
registered, &V4&, is already assigned to Support Package level &V3&.

System Response

The action was terminated. You are given the option of correcting your
entry.
