What causes this issue?

The selected change requests for the delivery request &V1& (type
<ZH>&V2&</>, delivery component &V3&) have been flagged.
Exceptions to this are change requests that
have not been released (and are not a piece list)
are already flagged in the current delivery request &V1& or included
are already in the list of excluded change requests
are already flagged in other deliveries and were excluded by the user
from being used in delivery request &V1&.
