What causes this issue?

In the system configurations with more than one system, different
systems have to be defined. The existence of all the systems is not of
paramount importance. All the requirements for a later transport are
created in the present systsem. The installation of the systems which
do not yet exist creates the physical requirements for the transport.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
