What causes this issue?

The link from view maintenance to transport cannot be used for
development classes because they are separate transport objects.

System Response

Changes to development classes are recorded automatically.

How to fix this error?

If you want to include the definition of your development classes in a
request manually, go to the request overview of the Transport Organizer
(Transaction <DS:TRAN.SE09>SE09</>) and choose <LS>Request/task</> ->
<LS>Object list</> -> <LS>Include objects...</>
