    At SAP, you can create objects in this name range in the software
    component <LS>LOCAL</> only.
    In this SAP System, the modifiability of the component <LS>LOCAL</> has
    been set so that no objects can be created.

    The function terminates.

    The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
