What causes this issue?

You are located either in the Sec: Generate Position Management
Procedure of Operative Valuation Area: 001 or Sec: Generate Position
Indicator conversion step.
In company code: &V1&, security ID: &V2&, the security accounts of
security account group: &V3& do not have the same operative position
management. Different combinations of valuation principle and the old
operative position management procedure exist for these security
accounts. Compare the 'old' security account position indicator for the
security account of security account group: &V3& using transaction
FW24A.
In the new position management, one subledger position account is
generated which has one new position management procedure. It is no
longer completely clear which new position management procedure should r
eceive the subledger position indicator.

the Sec: Check and Derive Securities Account Groups conversion step.
Ensure that security accounts belonging to one security account group do
not have different positions (as explained above). If you want to leave
the security account groups as they are, you must make a unique
assignment of security account group to the new position management
procedure in the TRGT_MIGR_PMP assignment table. Only one entry can
exist per security account group. Remove the entries with the remaining
position management procedures.

Make a unique assignment of security account group to the new position
management procedure in the TRGT_MIGR_PMP assignment table. Only one
entry can exist per security account group. Remove the entries with the
remaining position management procedures. In this case a subledger
position indicator is created with the defined position management
procedure for this security account group in the operative valuation
area.
