What causes this issue?

You want to use functions for setting up, reversing or managing
impairments. These include in particular the transactions for setting up
impairments (TPM70) and reversing impairments (TPM71).
These functions have not been generally released. If you want to use
these functions, a special release is required. Contact your SAP sales
representative for a special release.
