What causes this issue?

An effectiveness test for an forward stock transaction should be done on
the close transaction. The system does not find a business transaction
representing a cash settlement (business transaction category "4006") or
an exercise (business transaction category "4004"). Before delivery an
effectiveness test is not possible.

Please create the appropriate delivery first.

How to fix this error?

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
