What causes this issue?

The hedging relationsship has no planned dedesignation date. This date
is required for creating an effectiveness test plan that itself is a
prerequisite for effectiveness testing.

No effectiveness test is possible.

How to fix this error?

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
