What causes this issue?

The layout - that is the allocation of tools on the debugger desktop -
can be freely configured by the user.
This layout can also be persisted for user-specific desktops (in
debugger desktop 1-3). Preconfigured standard desktops can also be
configured. Their configuration, however, is not saved.
