What causes this issue?

A maximum of 4 tools can be displayed simultaneously in one work area.
Therefore, you should not create any additional tools.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Close a tool or swap an exiting tool for the one you wish to open.
You can also open the relevant tool in another work area.
