What causes this issue?

From SPAM/SAINT Version 0063, the CRM-specific actions are integrated
into the standard import process. This means it is no longer necessary
to use the CRM-specific transactions SP_MANAGER and ADDON_MANAGER to
import support packages or install add-ons. Instead, you should use only
the standard transactions SPAM (Support Package Manager) and SAINT
(Add-On Installation Tool).
