What causes this issue?

The SAP system is configured as Version-Database system for the Note
Implementation Test. The import of OCS Packages into such systems has to
be executed with a creation of object versions. And additionally, the
import queue must not contain more than one OCS package per software
component.

The SPAM/SAINT settings were adjusted, so that
the creation of object versions is switched on
not more than one OCS Package per software component will be included
into a queue
