What causes this issue?

Before you can import OCS Package &V3&, Industry Extension &V1& must be
activated. In this SAP system, Industry Extension &V1& Rel. &V2& has
been installed but not activated.

System Response

OCS Package &V3& cannot be imported. It will therefore not be added to
the queue.

How to fix this error?

To import OCS Package &V3&, you need to activate Industry Extension &V1&
or the associated Business Function Set.
