What causes this issue?

You want to change the import mode. This is no longer possible.

System Response

The system does not change the setting.
<ZH>Note</>: You can still make changes to other settings in the Add-On
Installation Tool.

How to fix this error?

If you still want to change the import mode, you have to reset the
installation queue by choosing <LS>Back</>. Note that you can reset the
queue only before data is changed in the database (up to phase
ADDON_CONFLICTS_?).
