What causes this issue?

You activated the <LS>downtime-minimized</> import mode.
This import procedure was developed to minimize the downtime in
production systems during the import of OCS packages (Support Packages,
Add-On Installation Packages, and Add-On Upgrades).

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
