What causes this issue?

In order to cancel a Support Package, a backup request is created and
exported before the Support Package is imported. The backup request
contains all the objects of the Support Package.

System Response

The backup request could not be created.

How to fix this error?

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
