proposal pool for the language pair has already begun.
Restarting the initialization program results in losing translation
work already completed. Upon restart, all entries in the intermediate
table as well as all entries in the new proposal pool for this language
pair are deleted.
If you have to start the transfer right from the beginning, set the
"Restart" parameter to '0'.
