What causes this issue?

You wanted to export language 'X', 'Y' or 'Z'.

System Response

These languages cannot be transported.

How to fix this error?

Anyone can assign the language keys 'X', 'Y' or 'Z' to any language.
This is how the unambiguity of static language keys gets lost. For this
reason, they were excluded from transport (i.e. accident-free transport
to other systems cannot be ensured).
