What causes this issue?

You want to modify the supplementation logic.
Here you need to define that a language is no longer to be
supplemented.

System Response

The system has determined that the selected language has already been
supplemented.
It is no longer possible to reset an active supplementation.

How to fix this error?

You can exclude the supplementation during scheduling via transaction
SMLT -> Language -> Schedule supplentation.
You cannot, however, reset the supplementation logic.
