What causes this issue?

The main release has changed, e.g. from 3.1x to 4.0x

System Response

In this case the existing data is ignored by the delta analysis.
The delta program marks all lines as changed because main release
changes usually imply major functional changes so many lines would need
to be flagged as delta-relevant.

How to fix this error?

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
